Rules come from the base, never from the model

Every requirement Hora shows is a structured record with a source. AI explains and drafts; it never decides what the law is.

Answer the question the owner actually has

Not "what are the regulations" but "what do I need to do now, why, and by when." Everything on the screen serves that.

Go deep before going wide

One segment, a few states, done properly — then expand. A shallow rule base for all 50 states helps no one.

"Business changed → system found the consequences → showed the actions → helped complete them → tracked the result." That loop is the whole product.
